With more than 9 years of experience in the Environmental Law, Law Officer Vince Alexander Haule provides advice and counsel to the National Environmental Management Council Staff on the execution of the Environmental Management Act, 2004 as amended time to time. Vince Alexander Haule has mastered the application of Act in all the aspects the Council enforces it; from environmental certification of projects to their monitoring and enforcement of Act in the day to day aspects of the development projects. Different legislations are being considered in the certification of the projects, being participant of over 900 Technical Advisory Committee sittings; Vince Alexander Haule has been exposed into different aspects that other sectoral laws which have been considered in either recommending for issuance of EIA Certificate or its refusal. Vince Alexander Haule is therefore conversant with all Environmental sectoral laws involved in establishing and running of industries, hospitals and mining businesses in Tanzania.

Before joining the Legal Division of the Environmental Management Council, Mr. Haule was working with the Office of the Attorney General of Tanzania as a Principal State Attorney for prosecutions. The Office of the Attorney General was restructured in 2018; had Mr. Haule still been there he would have been under the National Prosecutions’ Office. Mr. Haule is a seasoned Lawyer with 21 years of practice as a State Attorney.
